Just ran into this problem with Studio One 3. Event FX are not available on merged audio clips. The solution is to select the clip, right click, and chose Dissolve Audio Part. After that, Event FX will be available again. You can choose Auto Tail, where Studio One detects how long the tail lasts and renders according, or specify a fixed tail of a particular length. (A fine point: Studio One fades out the Event over the tail’s duration, but it’s an editable envelope.) Render Event FX. Event FX, as accessed through an Event’s Inspector, are invaluable.

When I try to single out a certain part of a recording in studio one and put an effect on it, the effect is applied to the entire recording, not just to the part I want the effect on. I usually ending seperating a part of the recording and put on a seperate track. Does anyone know how to put on an effect for just a short part of a recording without it affecting the entire thing like can be done in other DAW's.

You can use track automation. This can be used for almost anything, like volume, pan, any effect, or any single parameter of the effect. When you adjust any parameter of an effect, look at the top left part of your screen. In a dark box, you'll see a little icon of a hand. Drag that hand onto the track, and voila! You'll have an automation track, which you can use to adjust the level of the parameter (or overall level) of the effect.
If this is not entirely clear, I suggest the free tutorials by Johnny Geib. Just google his name, and look through the videos, and find one related to 'automation'. He explains it all really nicely.
Also see: 'Event FX' This lets you put an effect on only one part of a track. (With automation, you could have your automation curve at '0' everywhere except where you need it, but with Event FX, the effect only applies to a section of a track that you have selected.

Meh, I don't like using automation in these spots. I'd much prefer to highlight the section of the clip that I want to apply processing to, 'split clip at selection' and then apply the effect to that clip. You have to enable clip-based processing first..

You certainly can apply effects to an individual audio event on a whole track. First separate that section of audio out using the knife tool. It will either be cut on the grid the or cut close to. (set snap accordingly if you have to make fine cuts)
Then open the inspector (F4) and select that particular audio event. On the left you can now insert an effect just over the selected section of audio. Simple as that, very handy and cool. When the separate audo event is selected you will see Event FX TAB with ENABLE next to it. Click on ENABLE and the FX bin for just that segment will drop down. You can now insert any effect in there.
See section 6.11.1 on page 93 of the V2 reference manual.
You can also render the effect into that piece of audio as well and free up CPU resources of that is an issue for you.

Now when I try to use the Event FX in the Inspector tool, the effect goes to the whole track rather than just to the section selected. I must have unintentionally enabled or disabled something. It worked before but now I can only apply the FX to the whole track. Anyone else experince this?

Why does everyone make it so hard? Just create a new audio track without any effects, record or whatever, then open 'effects' and drag the desired one on top of the track and release! Simpler!

He wants to put audio plugins on a clip, not on the track.
Drag and drop with a modifier directly to a clip or multiple clips at once and also open up the Event FX chain directly from the clip. There's never any need to go to the clip inspector for that.
P.S. There's been an action Insert Event FX for awhile so you could easily, for example, make a macro to drop an EQ on a section of an audio clip.

- Split
- Insert Event FX
- Create Crossfades
If you draw a range it will split the range and put the EQ plugin on that section. If you select a clip normally it will ignore the split command and still insert the EQ on the clip.
